Most of them are here because of Japanese Wikipedia rather than Wikidata. Wikidata records a narrative location for barely two dozen manga in the world; Japanese Wikipedia files them under the ward, the city or the island they happen in, and those categories are what most of these pins come from. Every one of them says so on the page.
